Section I – Purpose of This Manual
This manual provides step-by-step instructions for individuals and households designated as Provisional Non-Native Citizens (PNCs) under Decree No. 47/25: On the Repatriation of Citizens of Foreign Ancestry. It outlines reporting requirements, relocation procedures, asset handling, and compliance obligations.
Section II – Eligibility and Determination
- Individuals identified by the Ministry of Genealogical Verification (MGV) as having ancestral origin outside the territory of the State within ten (10) generations are subject to repatriation.
- Households are assessed collectively; designation applies to all registered dependents regardless of age.
- Status categories:
- PNC (Provisional Non-Native Citizen): Subject to transfer pending foreign compliance.
- CDR (Conditional Domestic Resident): Permitted to remain if ancestral nation complies with State directives.
Section III – Mandatory Registration
- All designated households must report to their assigned Regional Processing Facility (RPF) within ten (10) days of receiving notice.
- Required documentation:
- State Identification Cards and Birth Certificates.
- Proof of household residence.
- Inventory of personal property (Form AR-25B).
- Non-compliance will result in immediate detention and accelerated transfer.
Section IV – Relocation Protocol
- Processing includes verification, biometric recording, and assignment of transfer date.
- Transportation will be provided by the Ministry of Population Management.
- Luggage allowances:
- One (1) suitcase per adult citizen.
- Essential medical items and documents permitted.
- All other possessions revert to State custody.
- Upon arrival in the ancestral nation, custody is transferred to designated authorities of that nation.
Section V – Property and Assets
- Immovable property (e.g., housing, land) shall be seized and reassigned by the State.
- Bank accounts, securities, and other financial holdings shall be transferred to the State Treasury.
- Limited personal effects, as approved, may accompany deportees.
Section VI – Appeals and Exceptions
- Appeals are not recognized under Decree No. 47/25.
- Exceptions to repatriation may only be granted in cases of:
- Documented service to the State deemed “Essential.”
- Intervention by the Head of State.
Section VII – Penalties
- Failure to report, concealment of ancestry, or provision of false information constitutes sedition.
- Penalties include indefinite detention, seizure of assets, and accelerated repatriation.
Section VIII – Final Provisions
- All citizens are reminded that compliance ensures order and stability.
- Questions may be directed to the Citizen Information Desk at your nearest Regional Processing Facility.
- This manual supersedes prior guidance documents and remains in force until rescinded.
